The Croatian Natural History Museum is committed to making its websites and/or mobile applications accessible in accordance with the Act on the Accessibility of Websites and Programming Solutions for Mobile Devices of Public Sector Bodies of the Republic of Croatia (Official Gazette No. 17/19; hereinafter referred to as the Act) transposing the Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of the websites and mobile applications of public sector bodies (OJ L 327, 2.12.2016)

This Accessibility Statement applies to the online content of the Croatian Natural History Museum published on the http://www.hpm.hr/ domain.

COMPLIANCE STATUS

This website is partially compliant with the Act due to the non-compliances (inaccessible content) listed below.

INACCESSIBLE CONTENT

The content listed below is inaccessible for the following reasons:
- images on the homepage and in posts do not have an appropriate description associated with them because the present functionality of the website’s posting system does not support it
- although in most cases the names of links specify the content behind them, there is a possibility that this is not the case with all links (redundant texts in titles and links need to be revised)
- some .pdf files found in posts are not entirely created by exporting them from a source file from Microsoft Office Word with the selection of accessibility options, but by scanning printed documents, i.e. they are not accessible because they are not properly prepared for screen readers (they are available in an image format that screen readers cannot read)
- due to the dynamic nature of the website, the content is not always displayed in the same way to the screen readers used by blind people
- some images have textual content and are not a logo (posters, exhibition announcements and events)

The Croatian Natural History Museum continues to constantly improve the accessibility of its websites and services so that people with certain disabilities, the elderly, or people with certain impairments in perception might use the website without hindrance. The Museum continuously improves the user experience by applying relevant accessibility standards according to the Web Content Accessibility Guidelines (WCAG) 2.1 of the Web Accessibility Initiative (WAI) of the World Wide Web Consortium (W3C), an organization involved in the standardization of web technologies. Moreover, the Museum is also working to eliminate the observed non-compliances.

Disproportionate Burden

For the aforementioned non-compliances, the Croatian Natural History Museum temporarily invokes an exception due to disproportionate burden in the sense of Article 8 of the Act.

In accordance with the Article 3 of the Act, office files that were published before September 23, 2018 are qualified by the Croatian Natural History Museum as archives and are exempt from the application of the Act.

Furthermore, the Croatian Natural History Museum is temporarily exempted from the application of the Act, in accordance with the Article 3 of the Act, for the following:
f) reproductions of objects from heritage collections in private or public ownership and of historical, artistic, archaeological, aesthetic, scientific, or technical significance, which are part of collections kept in cultural institutions, if they cannot be fully accessible due to:
1) inconsistency of accessibility requirements with the preservation of the object concerned or the fidelity of the reproduction (for example contrast) or
2) unavailability of automated and cost-effective solutions that would easily extract the text of manuscripts and other objects from heritage collections and turn them into content that is compliant with accessibility requirements.

Raising the Level of Accessibility

In future updates of the website, recommendations for improving accessibility will be implemented and the level of accessibility will be raised to the greatest possible extent, in accordance with the Accessibility Act.

Preparation of the Accessibility Statement

This statement was prepared on September 20, 2020, in accordance with the Accessibility Statement Template in line with the Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of the websites and mobile applications of public sector bodies, and established by the EU Commission Implementing Decision 2018/1523.
